The Work of the National AIDS Committee

The NAC is an organization which functions in such a unique way that no organization working in HIV and AIDS in the world functions in quite the same way. Although its name is ‘National’ AIDS Committee and it was created by the Government of Jamaica in 1988, the NAC is actually nongovernmental. The NAC began with 18 members and now has over 100 member organizations.

The Mission statement of the NAC is:

'To facilitate multisectoral collaboration to reduce the negative impact of HIV/AIDS on the Jamaican society and promote an informed, supportive and caring environment that empowers persons living with and affected by HIV/AIDS.'

The NAC’s main functions are:

  • To advise the Minister of Health on policy issues relevant to HIV/AIDS/STIs
  • To involve all sectors of society in efforts to prevent and control HIV/AIDS/STIs
  • To act as a central body where ideas, experiences and questions about HIV/AIDS/STI’s in Jamaica can be shared, discussed, addressed
  • To provide a sustainable means of supporting the initiatives of the NAC and member organizations by eliciting funds from fundraising activities, public and private sector participation.

The NAC partners with the National HIV/STI Control Programme (NHP), representatives from both public and private sector organizations, non-governmental organizations (NGOs) and community based organizations (CBOs).

The NAC is facilitated by an Executive Committee, Sub-commit

tees and Parish AIDS Associations (PAAs). In addition there are elected members from both the public and private sectors. The Executive committee acts as a Board of Directors. The NAC, acting in its capacity as an umbrella organization, reflects the needs voiced by agencies in the structure of its Sub-committees. These needs are therefore reflected in the choice of Sub-committees. The Sub-committees of the NAC are Education, Care and Counseling, Legal and Ethical, Fundraising and International Development Partners.

In addition to the Sub-committees, the National AIDS Committee decentralizes the HIV/AIDS response through the work of PAAs across the island. These parish associations reflect the structure of the NAC and provide a multi - disciplinary community based response to the needs of persons infected and affected by HIV / AIDS. The PAAs also act as local representative bodies that inform and contribute to translating ideas and building policy enabling the work of the NAC to be more realistic, obtainable and sustainable.
